I Pinangon Movie Night Nov. 21
I Pinangon presents its Movie Night on Wednesday, Nov. 21, 2007 at 5:30pm in the C.L.A.S.S. Dean’s Office Professional Development Room (HSS 3rd Floor). The feature film being shown is ‘night, Mother, the movie adaptation of the Pulitzer Prize winning play by Marsha Norman, which was featured as the first play of the Fall 2007 semester by the UOG Island Theatre. The film tells an emotional story about a mother’s attempt to stop her distraught daughter from committing suicide. Immediately following the movie, I Pinangon will be presenting the winners of the Fall 2007 "Suicide Prevention" Student Essay Contest. Light refreshments will be served and there will also be raffle prizes. Estoria yan Kånta siha gi i CHa’guan Fanasodda’an – Nov. 24
The CM102 Elementary CHamoru II classes from the College of Arts and Sciences, Humanities Division at the University of Guam under the instruction of Professor Peter R. Onedera are hosting a semester festival project entitled Estoria yan Kånta siha gi i CHa’guan Fanasodda’an (Stories and Songs on the Meeting Place on the Lawn), located on the grounds fronting the University’s Science building.  The event will be held on Saturday, November 24, 2007 from 6:00pm to 10:00pm.  CHamoru baked goods, artwork and crafts will be on sale throughout the evening as roving singers and storytellers will be performing at designated spots throughout the festival site.  Singers and storytellers will be presenting their repertoire in the CHamoru language allowing the community a taste of a unique experience while heralding the approach of the holiday season.  While no stage will be erected, visitors to the festival are encouraged to bring mats and lawn chairs and are free to move to the various designated performing spots where singers and storytellers are presenting.  The event is free and open to the general public.  The goal of the project is to immerse the students and the community in the CHamoru language while providing the public with an experience unique to the culture of our island.

Casting Our Net Rediscovering Community in the 21st Century Nov. 29 & 30
This film was produced by 14 University of Guam students who traveled to Bali, Indonesia for a Community Development Workshop in spring 2008. They stepped out of the classroom into a seemingly different world in an effort to understand the impacts of globalization and the consumer culture on another community. The film is a collective and critical reflection of their learning experiences and ensuing resolve to rediscover the elements that foster healthier and more sustainable community development. Film screenings begin at 7:00 p.m. on Nov. 29 and 30, IT&E Lecture Hall, School of Business and Public Administration. Cost: $5 for students and $10 general admission. The funds raised by these two public screenings will help fund student travel to present this film at the International Conference on Environmental, Cultural, Economic and Social Sustainability to be held in Malaysia January 4-7 2008.

UOG Endowment Foundation Donor Appreciation Merienda – Nov. 30
The UOG Endowment Foundation hosts its annual Donor Appreciation Merienda on Nov. 30 at 2:00 p.m. in the Anthony A. Leon Guerrero Multipurpose Room, Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building. The Foundation Board of Directors, the Board of Regents, and the University President will recognize businesses and individuals who have contributed or volunteered their services to the University of Guam. Businesswoman of the Year Scholarship Deadline November 30
The University of Guam Endowment Foundation announces the Businesswoman of the Year Scholarship available to undergraduate and graduate students. To be eligible recipients must have a 3.0 GPA, and must be residents of Guam or the CNMI. Interested applicants may pickup the Businesswoman of the Year scholarship application form at the Foundation office located at House No. 10, Dean Circle between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.

Deadline to turn-in applications is Friday, November 30, 2007 at 5:00 p.m.  All applications must be turned in to the Foundation office.  For further information please contact our office at 735-2956 or 7.

UOG Graduate Programs Information Fair – December 1
Prospective graduate students are invited to attend the University of Guam Graduate Programs Information Fair at the University of Guam on December 1, at 10am in the IT&E Lecture Hall, Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building.

Attendees will learn about the University of Guam’s graduate programs, financial aid, and steps to admission. Prospective graduate students will also have an opportunity to talk to professors about courses and program content, and individual academic goals. Graduate English Proficiency Exam (GEPE) Dec. 14

4-H 2007 Christmas "Reel" Fishing Workshop – Dec. 20

NEW PUBLICATION BY DR. GOETZFRIDT, RFK MEMORIAL LIBRARY
Congratulations to Dr. Nicholas J. Goetzfridt for his recent publication Pacific Ethnomathematics: A Bibliographic Study.  University of Hawaii Press, 2007.  319 p.  Dr. Goetzfridt is Professor of Library Science and Micronesian Studies, and has published other books on indigenous navigation and voyaging, indigenous literature, and Micronesian historical interpretations.  The University of Hawaii Press describes the book as "ground-breaking" and "a major reference work that will be welcomed by Pacific scholars engaged in a wide range of disciplines, among them history anthropology, education geography, astronomy, archaeology, ethnic studies, and art."  The book's foreword is written by Brazilian scholar Ubiratan D'Ambrosio, who is often referred to as the "father" of ethnomathematics.MARINE LAB

CEDDERS RECEIVES TWO NEW GRANTS
The University of Guam’s Center for Excellence in Developmental Disabilities Education Research and Service (CEDDERS) received a $1.4M grant from the U.S. Department of Education to develop educational materials in appropriate accessible formats for students with disabilities. The grant, entitled Pacific Consortium for Instructional Materials Accessibility Project, develops capacity to create instructional materials that are appropriate and accessible for students with disabilities. Educational materials will be developed for six Pacific Basin entities including, Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands.

CEDDERS also received a $3.3M grant from the U.S. Department of Education to support the full implementation of high quality alternate assessments for students with significant cognitive disabilities in six Pacific Basin entities. The grant, entitled the PACIFIC Project, includes Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands. The PACIFIC Project follows an earlier grant established in 2005 to address both the common and unique needs of each entity in implementing an inclusive alternate assessment system.

AMERICORPS SUCCESS CENTER FUNDED
The UOG Americorps Program recently received A $527,117 grant. Congratulations to Claudia Taitano, counselor, and Dr. Julie Ulloa-Heath, Dean EMSS. Claudia has openings for 60 paid positions for UOG students to work as tutors and mentors in the Americorps Student Success Center. RECENT NEWS - PRESIDENT HAROLD L. ALLEN TO RETIRE JAN. 2008

Buenas Colleagues and Members of the University of Guam Community:

     I am writing to inform you that I have today notified the Board of Regents that I will be retiring from the University of Guam presidency on January 11, 2008. At the time of my retirement I will have completed the second longest, single-term tenure as President in the history of the University of Guam.

     From my vantage point, the University has grown remarkably in recent years. Our student enrollment continues to grow and set new records, evidence of increased institutional visibility and competitiveness. Our grants and contracts have demonstrated unprecedented growth, evidence of a faculty committed to intellectual inquiry, scholarship and creativity. Perhaps most importantly, the University continues to demonstrate a commitment to individualized student learning and academic excellence. I could not be more proud of the journey we have experienced together. As a change agent, I have not been afraid to challenge the status quo or to make unpopular decisions. We have over the years become a more effective and efficient institution of higher learning, and the credit must go to you: the faculty, staff, students, administrators, alumni and community supporters who know that the University of Guam has much to offer and untapped potential.

     I will leave the presidency of the University with absolute confidence that UOG is well positioned for the future. I well remember beginning my career as a student at the Territorial College of Guam back in the 1950’s where a total of 50-60 students were enrolled in courses offered in gigantic Quonset huts in Mongmong. As a highly diverse community of scholars and learners, we have come a long way together. I am pleased that I am concluding my academic career at the same institution at which I began.

     I have always considered myself a public servant and a person committed to giving back to the community. It has been a privilege to work in an environment of mutual respect for a Board of Regents that cares deeply about the future of our University. I have learned a great deal from the Regents, members of our administrative team, and members of the faculty and staff who have worked hard on a daily basis to meet the needs of our students and the communities that we serve.

     I am appending a copy of the letter I have given to the Board of Regents, announcing my retirement early in 2008. Please accept my best wishes for continued success as Guam’s and the entire Western Pacific’s premier institution of higher learning.

Dear Chairman Tennessen:

     After much thought I have decided to retire as President of the University of Guam effective January 11, 2008. Carin and I have gradually come to realize that we need to take more time for ourselves, spend more time with our children and three grandchildren, and simply to enjoy life as we age.

     I have selected this particular retirement date for several reasons. It will permit the Board early this fall to schedule specialized training by the Association of Governing Boards of Universities and Colleges (AGB) on presidential searches, to coordinate the training with a formal announcement of a search to identify my successor, and to ensure that plans are fully in place to sustain the University’s momentum and progress. I am very much concerned that steps be taken to complete key searches and to initiate various activities that will position the University to demonstrate educational effectiveness by April of 2009.

     I can say with considerable pride that the University has come a long way during my tenure as President, although it would be hard for me to take personal credit for anything but building a strong leadership team, promoting core institutional values and shared governance, and making decisions that over time would position the University to achieve its fully potential in serving the needs of the people of Guam, the CNMI and Micronesia. At times I wished we could have done more, or had more stable resources with which to address our needs, or fewer external challenges to our autonomy as a University, but University Presidents quickly learn they must identify effective, not always popular, solutions and strategies for addressing today’s challenges.

     Over the years I have held progressively challenging  administrative assignments, mostly at public, open-admissions institutions like the University of Guam. In some important ways, the accumulation of this experience helped to prepare me to work through many of the University’s challenges. In looking back, there is ample evidence to suggest that the University is a different institution from that which existed in 2001. The University has stayed true to its mission, implemented a strategic plan and funded and evaluated the plan, made incremental improvements, and adhered to the plan despite various obstacles. I am confident that with the Board’s strong guidance and support of the next President the University will continue a critical path to success.

     If I had to point to specific accomplishments about which I am most proud, it would be that we’ve taken important steps to build core institutional capacity by strengthening the faculty and support functions, and by placing a high value on participatory, shared governance.

Addressing regional accreditation standards and achieving first-time accreditation in social work and education required an enormous effort on the part of the faculty, staff and administration. We’ve also seen our enrollment base and research funding grow beyond expectations, and there is ample evidence that the University is better known locally and regionally as an institution of high academic quality and integrity. I view our greatest challenge and hence weakness to be a lack of stable and predictable local funding, without which the University must constantly reset goals rather than systematically plan. I also continue to be mindful of the need to help our island’s decision-makers better understand the importance of protecting the University’s autonomy or the authority conveyed to the Regents through the University’s Charter. A community that values quality higher education must find ways to better support the University if it is to achieve its full potential.

     The selection of a new permanent President will require that the Board of Regents and the University’s stakeholders carefully weigh the University’s current and projected needs against the backgrounds and experience of each individual applicant. Working closely with the AGB, the Board will learn how the search should be organized, who should be involved, and how it should be managed from start to finish. It cannot be guided by personal interest or knowledge of individual candidates, but by a selection process that can assess the goodness-of-fit between the most qualified and experienced applicants and the present needs of the institution.

      It goes without saying that I will miss the relationships that have developed among all of us over the years. The relationships have been special and I’ve learned a great deal from members of the Board, the faculty, staff, students, administrators and those in the community who have supported and helped the University. I consider myself especially fortunate to have had the opportunity to work for a quality Board that values openness, transparency, integrity, all in an atmosphere of mutual respect. The excellent working relationship that the Board and I have enjoyed for these many years is one of the key reasons for the University’s success and progress.    

     It has been a unique privilege to not only return to Guam but to provide leadership for the very institution at which I began my academic career. The University of Guam might be a larger, more prestigious and more visible institution than it was in the 1950s as the Territorial College of Guam, but it still is committed to continuous improvement and providing the citizens of Guam and Micronesia with access to a quality, affordable higher education, and to research and outreach that directly benefits all of our constituents and stakeholders.

     Please accept my sincere appreciation for the opportunity to serve as the 9th President of the University of Guam.

JAPAN’S DELOITTE TOUCHE TOHMATSU EMPLOYEES PARTICIPATE IN BUSINESS ENGLISH TRAINING AT UOG

Eighteen employees from Deloitte Touche Tohmatsu in Japan are at the University of Guam participating in a three-week Business English Program offered through UOG’s Professional and International Programs Office.

The training includes interacting with University of Guam business students and professors. “We have noted major improvements in pronunciation and articulation thanks to the morning sessions with UOG English Language Institute teachers, Terry Perez and Ed Cruz. In addition, the students seem more comfortable with the English writing skills we have asked them to perform,” said Dr. Richard Colfax, Professor of Human Resource Management & Management at the School of Business and Public Administration.

On Wednesday, Sept. 5, at 2pm, the Deloitte Touche Tohmatsu employees and their UOG counterparts will give formal business presentations to their classmates in the School of Business and Public Administration Bldg., Room 111. The training ends Sept. 7.

The Business English Training program also includes daily meetings with professors Colfax and Karri Perez on country research ideas and other business topics, as well as discussion and interaction with UOG business students about cultural and business topics.  “We have been able to integrate some work with both Dr. Karri Perez's human resource management classes and Maria Pangelinan’s marketing class. These activities present the Deloitte Touche Tohmatsu students with many opportunities to interact in English with small groups of UOG students,” said Colfax.

Deloitte Touche Tohmatsu students also were assigned to learn about local culture over the weekends and report to the class about their observations. “This training opportunity may lead to the development of additional business English programs for a large number of Deloitte Touch Tohmatsu employees,” said Dr. Jeff Barcinas, vice president of University and Community Engagement at UOG. “We look forward to continuing this positive partnership with Deloitte Touche Tohmatsu”

DR. AMES FULBRIGHT PROGRAM ADVISOR AT UOG

Dr. Todd Ames has recently been appointed as the University of Guam’s Fulbright Program Advisor. Fulbright Program advisors provide information and guidance to U.S. students interested in applying for IIE-administered Fulbright awards for study, research, or teaching assistantships abroad; convene a faculty committee to evaluate applications, interview candidates, and transmit applications electronically and in hard copy to IIE with written evaluations and ratings of each candidate.

The Fulbright Program is the largest U.S. international exchange program offering opportunities for students, scholars, and professionals to undertake international graduate study, advanced research, university teaching, and teaching in elementary and secondary schools worldwide, and is sponsored by the U.S. Department of State.

The Fulbright Program was established in 1946 by the U.S. Congress to "enable the government of the United States to increase mutual understanding between the people of the United States and the people of other countries."

Approximately six thousand grants were awarded in 2006, at a cost of more than $235 million, to U.S. students, teachers, professionals, and scholars to study, teach, lecture, and conduct research in more than 150 countries, and to their foreign counterparts to engage in similar activities in the United States.

14-MONTH TEACHER CERTIFICATION PROGRAM

The University of Guam’s School of Education announces the beginning of their 14-month Teacher Certification Program. This program is designed for individuals who have earned a bachelor’s degree and who wish to become certified teachers.

Courses begin in October 2007 and run through July 2008. Field experience is required August through December 2008.

Courses are offered on Saturdays and during weekday evenings. Scholarships available for individuals who want to become GPSS teachers.

Program details will be shared on the following days at the School of Business and Public Administration Lecture Hall:

GUAM ENGLISH AS A SECOND LANGUAGE CERTIFICATION PLUS PROJECT SEEKS APPLICANTS

The Guam English as a Second Language Certification Plus Project is a multi-year National Professional Development grant awarded to the University of Guam’s Micronesian Language Institute to provide pre and in-service professional development activities in education at UOG.

The five-year grant began July 2007 and was funded by the US. Department of Education’s Office of English Language Acquisition.

The Guam English as a Second Language Certification Plus Project currently has openings for 30 individuals who wish to obtain dual certification in math, science, language arts/reading or CHamoru language and ESL. Successful applicants will receive payment of full tuition and registration fees equaling a minimum of 30 credit hours per school year for full-time students and 15 credit hours for part-time students, and advisement, among other benefits.

Ten slots are available in each of following categories:

  • Full-time UOG students pursuing a degree in education with specialization, and eventually certification, in math, science CHamoru language, or language arts/reading and ESL.
  • Part-time UOG students who are GPSS non-degreed teachers with emergency or provisional certificates, full-time school aides and other staff pursuing a degree in education with specialization, and eventually certification, in math, science CHamoru language, or language arts/reading and ESL.
  • Part-time UOG students who are GPSS non-education degreed teachers with emergency or provisional certificates or GPSS non-education degreed full-time staff pursuing professional certification in math, science CHamoru language, or language arts/reading and ESL.

Applications are available at the Micronesian Language Institute’s Guam ESL Certification Plus Office at Dean’s Circle, House #3 or 4 at the University of Guam campus. The application is posted on the UOG website at www.uog.edu, under Bulletin, and can also be requested via email at guameslcertplus@gmail.com. UOG’s Research Initiatives for Scientific Enhancement (RISE) Grant Receives 6th Year of Funding

The UOG National Institutes of Health (NIH) Research Initiative for Scientific Enhancement (RISE) Program has received funding of $320,160 for the coming year from the National Institute of General Medical Sciences of the NIH. The program, which began in 2001,  is now in its second four-year cycle of funding.

The project, “Building Toward 2010 at UOG” refers to a NIH/National Academy of Sciences-sponsored study of the needs of graduates in biomedical and behavioral sciences, published as Bio 2010.  The current RISE program supports strengthening the Biology BA curriculum to meet national expectations in communication skills and quantitative skills.

UOG NIH RISE also supports undergraduate and graduate students in biomedical research projects on campus and at off-island partner universities including U. California San Diego, Rutgers, and Baylor College of Medicine. Students also have opportunities to present their research national conferences; last year Marcello Delos Santos won an award for best poster in the cellular & developmental biology category at the Annual Biomedical Research Conference for Minority Students.

Biology majors Jenny Duenas and John Gubatan spent summer 2007 involved in research projects at the Baylor College of Medicine, while student Eiffel Manzano will give a presentation about his summer research experience at Rutgers entitled Development of zebrafish (Danio rerio) as a model for studying effects of ultraviolet (UVB) light exposure on melanoma progression today, August 28th at 5:30pm in the Science Building, Room 117.

The grant proposal was written by Dr. Chris Lobban, program director, Dr. Maria Schefter, and Professor Tower Chen. Dr. Schefter continues the development of science communication courses, oversees student research with the Responsible Conduct of Scientific Research seminars, and is the program evaluator. An initial set of science communication courses developed with Dept. Education Title III funding has now become a requirement for biology majors. Professor Chen is developing a new biostatistics course to prepare students for existing upper-division biometrics. Ms. Lailani Villaluna, grant assistant, completes the RISE team.

WASC ACCREDITING COMMISSION CONTINUES UOG’S ACCREDITATION

Notes financial cutbacks have the potential to undermine achievements

In a letter received by University of Guam President Harold L. Allen, the Western Association of Schools and Colleges Accrediting Commission for Senior Colleges and Universities endorsed the findings of the Capacity and Preparatory Review Team, which visited the campus January 31 to February 2, 2007.

The Commission noted the Team’s report was generally positive and noted many significant improvements in the areas governance, furthering the land-grant mission, regional program offerings, program review, assessing student learning, and strong administrative leadership. However, the Commission also indicated that, “financial-related problems and continuing financial cutbacks have the clear potential to undermine all of the achievements of the past five years.”

The Commission stressed the impact of the financial crisis on the University at several points in their letter including, “In spite of the University’s outstanding efforts, it is difficult to envision how it will be able to sustain present operations or respond effectively to current and projected levels of student demand in the face of continuing cutbacks and the absence of predictable, stable funding from the Government of Guam.”

 “The Commission’s letter outlines a fair and accurate assessment of the University, the progress made to date, and the financial challenges we face on a continuous basis,” said President Allen.

During its June 20-22, 2007 meeting, the Commission acted to:

  • Continue the accreditation of the University of Guam
  • Issue a formal Notice of Concern to provide notice to the University that without longer term solutions to the continuing financial situation, UOG could be found out of compliance with Commission Standards.
  • Schedule the Education Effectiveness Review for Spring 2009
  • Request a progress report from UOG by March 1, 2008 addressing the financial condition of the University and steps taken to assure long-term financial stability.

UOG FY2006 AUDIT: ADMINISTRATION CONCERNED ABOUT FINANCIAL STABILITY

 “The University of Guam’s fiscal year 2006 audit reflects the positive trends of recent years, although on a much reduced level,” states UOG President Harold L. Allen. “The audit¸ recently released by Burger & Comer, shows a small net asset surplus of $0.6 million as well as continuing increases in enrollment, credit hours taught, and federal grants and contracts.”

“While 2006 marks the fourth consecutive favorable audit, the University had a razor thin $0.6 million surplus on $72 million in revenue. We would have recorded a deficit without cooperatively planning with DOA to recognize $3.4 million of $6.1 million in unpaid appropriations as a receivable to be paid this year,” said David O’Brien, Vice President of Administration and Finance. “To support the growing enrollment, increases in federal grant programs, and the quality and number of programs at UOG will require an increase in government revenues that can support increased appropriations for higher education, or an increase in tuition. The University’s current strict austerity measures in place since December 2006 are unsustainable for the coming fiscal year. The University must consider reducing services, limiting enrollment, the number of courses offered, and raising tuition beyond the 10% increase to be implemented in Fall 2007.”

The University depends upon General Fund appropriations for approximately 40% of overall revenues and over 70% of general operating revenues. “With the deficit and liquidity problems affecting the government, this was a very difficult year financially,” said Allen. “The progress made over the last five years is at risk, as appropriations received in 2006 and 2007 have been unpredictable and at unsustainable levels. In a recent report release this April the WASC accrediting commission considered financial stability to be the single most important issue going forward in order to sustain our improvements in academic quality and educational effectiveness. Government leaders are working with us to put in place changes and identify resources that will help improve the situation. Internally, I have commissioned an Institutional Improvement and Sustainability Taskforce with the intent of formulating proposals that strengthen academic quality and student learning, better align our structures with our strategic objectives, and position us to sustain educational effectiveness in an environment of scarce resources.”

Examination of the FY2006 audit from Burger & Comer discloses several trends:

  • Net assets increased  $0.6 million to $82.7 million, a less than 1% increase. This increase is much less than the $1.7 million increase in FY2005.
  • The $27.6 million government appropriation is the University’s single largest funding source. Only 90% of the University’s 2006 authorized government appropriation was recognized, as the government will permanently hold back the remainder. Government appropriations to the University topped $32 million in FY2001 and have declined since then, placing current appropriations at the same level as FY1997. 
  • The University brought in an additional $45 million from its own operations and investments, a record level. This means that each dollar that the Government of Guam appropriates has been matched with $1.63 in outside revenues generated by the University.
  • Grants and contracts from the federal government and others grew by $1.6 million to $26 million, an average increase of 12% per year since 2001. Allen states, “This is evidence that the University is a competitive research and service institution in the region for bringing in outside monies and programs that benefit the community. However, we must have the local funding to provide the infrastructure for continued support of these federal grants. Grants and contracts support a wide range of outreach programs to Guam’s disabled and aging populations, partnerships with GPSS to improve education, Chamorro language and culture preservation, coral reef studies, tax preparation for low income earners, and many more.”
  • Enrollment is on the upswing. 3,176 students registered for Fall Semester 2006, a 5% increase.  The University welcomed 795 new students for Fall 2006 compared to 713 for Fall 2005.  A record 450 students registered in pre-nursing and nursing, an explosive increase since 2003. President Allen points out, “Student demand is putting more pressure on our limited program and faculty resources. Guam’s economy needs the University graduates who become the new teachers, nurses and business professionals that will support economic growth. Students find the University accessible and affordable. Our tuition rates are approximately 40% less than the average at other U.S. public universities.”
  • The University made a significant investment in the new 57,000 square foot Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building.  “While local funds are tight, the University has sought outside, longer-term sources of funds for its major classroom projects,” says O’Brien. “The $14.5 million building project was financed primarily through a USDA Rural Development Community Facilities Loan for 40 years at 4.5%. In addition, Governor Camacho identified $1.1 million in federal compact impact funds for campus capital improvements. With these funds we have recently completed air-conditioning replacements for our major classroom buildings, and our students will soon see much needed additions of math and science classrooms and several other renovation projects that support the student-learning environment.“
  • The University has been granted low-risk status for federal grants and contracts for the second consecutive year. Comptroller Francis Quinto states, “This validates our federal program accountability. The University manages a complex array of over 82 federal grants. Although there were two findings this year associated with a fraud perpetrated in financial aid, no monies were lost and we have put in place stronger controls to prevent future occurrences.”

“The University of Guam’s graduates and services produce significant, measurable advantages for our community, and will play a considerable role in the coming military expansion,” says President Allen. “UOG is accountable and delivers results. With stable local funding, Guam’s only University could do so much more for our students and for our community.”

TakeCare to Donate $200K - May 22
TakeCare will donate $200,000 to the University of Guam’s nursing program on Tuesday, May 22, at 11:00 a.m. The event will be held in the Leon Guerrero School of Business and Public Administration Building, Room 129. Since 2001, TakeCare has contributed more than $1.14M to the nursing program in support of student scholarships, classroom equipment, clinical supplies for the nursing labs, NCLEX reviews for students and graduates, computer equipment, faculty development, and continuing education of nurses. “We pledge our unwavering support and commitment to the University of Guam’s Nursing Program,” states TakeCare President Joseph Husslein. “We renew our commitment with a $200,000 donation for 2007.”

UNIVERSITY OF GUAM’S SCHOOL OF EDUCATION GRANTED NCATE ACCREDITATION
The National Council for Accreditation of Teacher Education (NCATE) added the University of Guam’s School of Education to its list of accredited institutions during a recent vote by NCATE’s Unit Accreditation Board.

“This is a threshold event, a milestone,” said University of Guam President Harold L. Allen. “NCATE accreditation showcases the quality of our teacher preparation program, and underscores the commitment of School of Education faculty to the development of future educators. The School of Education has developed a highly competitive program that meets national standards. I commend the NCATE team members, School of Education faculty, students, and staff, and all the individuals throughout our community who were involved in this process.”

NCATE is a national accrediting body for schools, colleges, and departments of education authorized by the U.S. Department of Education. NCATE determines which schools, colleges, and departments of education meet rigorous national standards in preparing teachers and other school specialists for the classroom.

Accreditation, once granted, is continuous as long as the institution fulfills its responsibilities under NCATE’s continuing accreditation process. NCATE plans a focused visit by spring 2009 to address Standard 2, assessment, which was not met.

Dr. Maosheng Ran Receives Alexander Gralnick Award
The American Association of Suicidology (AAS) Alexander Gralnick Award is presented to one person each year. Dr. Maosheng Ran, MD., PhD., associate professor of Social Work at the University of Guam, was selected as 2007’s Alexander Gralnick Award recipient for an original scholarly effort on the topic of schizophrenia and suicide. Founded in 1968, AAS promotes research, public awareness programs, public education, and training for professionals and volunteers and serves as a national clearinghouse for information on suicide. Ran received the award during the 40th American Association of Suicidology Annual Conference held in April in New Orleans.

The Multipurpose Room in the Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building was also unveiled as the Anthony A. Leon Guerrero Multipurpose Room.

UOG Trip to India and Nepal This Summer
This summer the philosophy program at the University of Guam will be conducting a travel course through India and Nepal.  The trip runs about three weeks, from June 9th to July 5th.  Participants can take the course for academic credit (3 UOG credits—graduate or undergraduate) or for non-credit with no tuition charge.  Families are also welcome to join the group.  Participants can expect to see the Taj Mahal, numerous forts, palaces, and temples as well as less visited unique sites from the Hindu, Buddhist, Moslem, Christian, and Jain traditions.  Plus, there will be some time for fun excursions such as going on an Elephant and Jeep Safaris through National Parks, catching colorful cultural shows of dance, theatre, and song, and of course visiting local shopping markets.  Actual cost of the trip will vary based on the number of people who go on the trip and exactly what sites the group collectively selects to see.  However, total cost of the trip will be around $3000 +/- 10%.  For more information contact Dr. Kim Skoog at 735-2800 or kskoog@uog9.uog.edu.

CONTINENTAL MICRONESIA RENEWS $100K FACULTY TRAVEL GRANT

On Feb. 12, Continental Micronesia renewed a travel endowment to benefit the University of Guam. Continental will provide $100,000 in air travel assistance as part of the Faculty Professional Development Travel Awards program.  The program is designed to support professional development activities for UOG faculty.

In 2003, the airline signed an endowment of $100,000 allocated over a five-year period to support faculty travel for research and other purposes that will enhance UOG’s academic programs and student learning outcomes.

Continental Micronesia President and Chief Executive Officer said the airline initiated this program 15 years ago to assist the University and to help build communities.   “As Guam’s hometown airline with 39 years of service in the region, Continental Micronesia is proud to support education through this endowment.  Through continuing this gift, we are working together with the communities we serve to support education and raise a future workforce with the skills necessary to embark on a successful career,” said Erwin.

“The Continental Faculty Travel Grant has helped strengthen academic quality at the University of Guam by supporting faculty members who pursue academic excellence,” said UOG President Harold L. Allen.

“The Continental Faculty Travel Grant has supported research in variety of fields from the natural sciences to philosophy to environmental studies.  The grant has enabled faculty members to stay current within their fields of study, and incorporate cutting edge information into their curricula. This partnership between the University and Continental produces multiple benefits for students, faculty, and employers.”

Several university faculty members have given testimony to the benefits of the Continental travel endowment.  One example is from Professor Christopher Schreiner.  “[The travel grant] made it possible to participate in interdisciplinary dialogues and research symposia that opened up new ways of approaching critical thought within my field of English.”

Guam War Claims Commission and War Reparation Papers

On February 7, the University of Guam’s Richard F. Taitano Micronesian Area Research Center presented the recently cataloged papers of the late Senator Cecilia Bamba pertaining to the Guam War Claims Commission and War Reparations. Volumes of papers in the collection were catalogued and are now available for research purposes at UOG MARC.  The project was supported by a grant from the Guam Preservation Trust. Omaira Burnal-Perry, MARC,  and ten students worked to catalog the papers. WASC EXIT REVIEW NOTES 

The University of Guam from January 31-February 2, 2007 hosted a team from WASC that assessed the University’s Capacity and Preparation to undergo an Educational Effectiveness review.  This was the second in a three-step process for reaffirmation of accreditation for four-year institutions.  On February 2, at 11am, the WASC Team Chair Dr. John Welty presented a verbal exit report to the University community outlining the team's preliminary observations and tentative recommendations. The report is not yet complete and the final WASC-approved recommendations will not be available until June 2007.

 

All the WASC team members were in attendance: Chair Dr. John Welty (California State University, Fresno); Members:  Keith Roberts (Brigham Young University-Hawaii); Arthurlene Towner (California State University, East Bay); April Komenaka (University of Hawaii at Hilo); Joanne Coville (California State University, Channel Islands); Gail Whitaker (San Francisco State University); Richard Giardina (WASC staff).

 

On behalf of the team, Dr. Welty thanked the University for the hospitality and for hosting a useful and information review visit.  In his brief introduction, he noted that externally-driven financial issues facing the University were the “storm clouds” that we face. He remarked on the importance of a strong university to our island community and stressed the University’s major and significant role in Guam’s economic development. The team commended the University for:

 

·         Making major strides in stability of the University despite the lack of predictability and stability in funding from local sources;

·         The poster session was an excellent way to present our programs and progress in learning outcomes;

·         Our increases in enrollment and improvements in recruitment;

·         The dramatic improvement in the stature of the University in the region;

·         Spreading research and the land grant mission throughout the University and making the land grant mission evident in what we do;

·         Positioning the Cooperative Extension Service and the lifelong learning area to generate revenue (now they should proceed, with business plans);

·         Being proactive in the region (examples are our substantive changes to offer B.Ed. and two masters programs in the region);

·         Producing and nurturing a good governance structure that serves the University well.

 

 

Dr. Welty then turned to the preliminary recommendations for the University of Guam.  In preparation for the Educational Effectiveness Review and in order to build on our successes, the University of Guam should, over the next 18 months to 2 years (depending on when the EE review is scheduled):

 

1.                 

Develop a comprehensive plan for academic assessment and institutional research tied closely to academic affairs;

2.                 

Include in the budget a line item for assessment and faculty development in the area of learning outcomes and assessment;

3.                 

Examine programs with a view towards consolidating or realigning, eliminating, or expanding programs aligned with the needs of the community (use numbers of majors, numbers of faculty, documented need, mission, etc.);

4.                 

 Conduct a comprehensive review of the quality of the graduate programs and the support available for research and graduate programs;

5.                 

Ensure the IT plan is aligned with the strategic plan and initiatives;

6.                 

Develop a University-wide enrollment strategy including retention goals and engaging alumni;

7.                 

Collaboratively respond to the needs of the Micronesian region by continuing to develop programs for the region and alternative delivery methods;

8.                 

Conduct a regional assessment of both the capacity and needs of the region in technology-mediated instruction;

9.                 

Encourage entrepreneurial activities by the colleges to allow them to become more self supporting and generate revenue for general operations;

10.             

Produce an assessment of the outcomes of the reorganization, and continue to weigh the benefits and assess the actions taken;

11.             

Fill critical positions;

12.             

Give concentrated attention to ensuring financial stability by working with the Governor and the Legislature for long term solutions; 

13.             

Consider “right-sizing” the University based on budget realities once those are clear;

14.             

Make better use of alumni for revenue support and visibility;

15.             

Begin a focused Capital Campaign with the University Endowment Foundation, using alumni;

16.             

Ensure that any revenue generating activities begin with a business plan, feasibility study and cost-benefit analysis first.  Any such activities must be carefully done and meet timelines, without detracting from on-campus student learning activities.

LOW INCOME TAXPAYER CLINIC TO OPEN AT UOG SCHOOL OF BUSINESS
The University of Guam received a three-year $300K grant from the Internal Revenue Service to establish a clinic for low income taxpayers. The clinic will provide outreach, education and other services and will be located in the Leon Guerrero School of Business and Public Administration Building. UOG School of Business and Public Administration faculty members and students in the accounting and related fields will provide services to eligible individuals at the clinic, which is scheduled to open in February 2007. School of Business and Public Administration Faculty members, Dr. Filomena Cantoria and Doreen Crisostomo are the project director and assistant director, respectively. WASC CAPACITY & PREPARATORY REVIEW AT THE UNIVERSITY OF GUAM

The Capacity Review is one component of the WASC reaccreditation process that examines the current state of the University of Guam, the institution’s plans to improve student learning and educational effectiveness, and how the University plans to use its resources to achieve institutional goals. The WASC team will meet with students, faculty, and staff, as well as the Governor and members of the Legislature during the three-day visit. The Capacity Review is followed by an Educational Effectiveness Review scheduled for 2008.

UOG FAST-TRACK TEACHER CERTIFICATION PROGRAM DRAWS 80 APPLICANTS
More than 200 individuals attended an information session on the One-Year Fast-Track Teacher Certification Program held January 20. “We expected a positive response,” said Dr. John Sanchez, UOG School of Education Associate Professor, “but we didn’t expect 200 people to attend.” As of the January 23rd deadline, eighty individuals holding bachelor’s degrees submitted their applications to the University. “Of that number, approximately thirty people applied for Yamashita Educator Corps scholarships and we hope to offer financial assistance to all of these individuals as long they meet qualification criteria, including passing the Praxis test,” said Sanchez.

 “The One-Year Teacher Certification Program will provide the Guam Public School System with eighty new, certified teachers come December 2007,” said University of Guam President Harold L. Allen. “This is a win-win situation for the Guam Public School System in meeting the standards set by Public Law for having certified teachers in every classroom, for individuals who want to enter the teaching profession, and for our community as a whole as we work together to strengthen education K-16.” The One-Year Fast-Track Teacher Certification Program begins February 3, 2007. The University will accept applications for the next cohort in January 2008.


American Association of University Women Campus Action Grant –
The American Association of University Women recently received a campus action grant which will fund a series of workshops that investigate workplace issues. At the conclusion of the workshops the students will participate in a public presentation of their newly designed woman-friendly work environments to UOG students, administrators, faculty and staff.
